The L3 license is free. and in case the SX1036 switch/es you have are new (were manufacture with MLNX-OS 3.3.4100 and above), the license is not even needed.
If the "ip routing" command in not available and "show system capability" doesn't show "Ethernet: Supported, Full L2, L3", then please let us know and we will generate the license according to the switch serial number (output of "show inventory" or what is printed on the switch pull-tab).
"My question; If I am not planning on using IB with my switch, and stay at 40Gbe, will 2 of these switches be enough, or do I need other licenses as well"
For working with Ethernet and IB at the same time you need the gw license ( full license name is LIC-1036-GW) which is not free.

for that you just need to configure the SX1036 port that is connected to the break-out cable as a qspf-split-4 or qspf-split-2 depending on the number of 10GbE port you need from the break-out cable
